State
Idaho: a state built on ammunition manufacturing and precision metal work.
One of the most concentrated ammunition manufacturing footprints in the United States. Friendly regulatory environment. Aggressive economic development.
Anchored by CCI and Speer ammunition in Lewiston (both now under The Kinetic Group after Vista Outdoor's 2024 split). Nightforce Optics in Orofino. Buck Knives in Post Falls. A defense-adjacent and precision-metal manufacturing base that runs through Coeur d'Alene, Boise, and Pocatello. Friendly regulatory environment, aggressive economic development apparatus, and a labor pool deep in ammunition manufacturing skills. Though aging.
Quick answer
Idaho hosts one of the most concentrated ammunition manufacturing footprints in the United States. Anchored by CCI and Speer in Lewiston, both now part of The Kinetic Group following Vista Outdoor's 2024 split. The state's regulatory environment is among the most favorable in the country for firearms and ammunition manufacturers: state-level preemption applies to most firearms regulation, no state restrictions beyond federal requirements, and the Idaho Department of Commerce runs aggressive incentive programs for manufacturers.

State regulations that affect manufacturers in Idaho.
Idaho has one of the most favorable regulatory environments in the United States for firearms and ammunition manufacturers. State-level preemption applies to most firearms regulation, restricting local jurisdictions from layering additional restrictions. Idaho has not enacted manufacturing or component restrictions of the kind seen in California (AB 1263, SB 704), Washington (Initiative 1639), New York (SAFE Act), or Illinois (Protect Illinois Communities Act).
Federal ATF, ITAR, and EAR requirements remain in full force regardless of the state environment. Idaho-based manufacturers carry the same federal licensing and export-control obligations as manufacturers anywhere else in the country. State manufacturing licensure is light. Idaho has no general state-level FFL equivalent.
Incentives
State incentive programs for manufacturers.
- Idaho Tax Reimbursement Incentive (TRI). Up to 30% rebate on income, payroll, and sales taxes for new jobs at competitive wages, available to manufacturers
- Idaho Workforce Development Training Fund. Grants for training new and incumbent workers
- Property Tax Exemption for New Manufacturing Equipment. Partial exemption available depending on jurisdiction
- Opportunity Zone designations. Multiple in Lewiston, Pocatello, and rural counties
- Foreign Trade Zone access. FTZ #271 (Lewiston-Clarkston Valley), FTZ #280 (Pocatello)
- Idaho Department of Commerce Manufacturing Initiative. State-level concierge support for site selection and expansion

Workforce
The labor reality.
BLS data: Idaho manufacturing employment ~70,000 (about 9% of state nonfarm employment). Average manufacturing wage trails national by ~12%. Skilled-trade pipeline thinner than national average. Community college and technical school capacity is limited outside Boise, Pocatello, and Coeur d'Alene metros. Aging workforce in the ammunition cluster (Lewiston-Nez Perce County) is one of the dominant operational concerns for manufacturers in the region.
OSHA + environmental
OSHA and environmental posture.
Idaho operates under federal OSHA jurisdiction (no state-plan OSHA program). State environmental quality administered by IDEQ (Idaho Department of Environmental Quality). Air quality permits required for emissions sources above Title V thresholds. Lead exposure rules per 29 CFR 1910.1025 apply directly to ammunition manufacturers. Significant compliance burden in plate, swaging, and casting operations.
International + FMS
Foreign Military Sales + export logistics.
Idaho-based ammunition manufacturers have substantial untapped FMS and DCS opportunity given their production scale. The Lewiston-Nez Perce County Regional Airport (LWS) handles freight that supports international shipments. ITAR-registered manufacturers should plan international sales activity around the Idaho Department of Commerce's international trade office (ITC) for state-level export support. FTZ #271 in Lewiston-Clarkston Valley provides duty-deferral and inverted-tariff benefits for component imports tied to export production.
How we work in Idaho
Brass & Bench engagements in Idaho.
Idaho engagements typically route through Spokane International (GEG) for Lewiston-area work (90-minute drive south), or Boise (BOI) for Treasure Valley engagements. Hotel base in Lewiston is the Red Lion or one of the riverfront properties. The team has direct experience with Lewiston-cluster ammunition manufacturing and treats Idaho engagements as a home-vertical assignment.
The kind of work we do in Idaho falls into three patterns: operational rigor for established ammunition manufacturers running into post-surge inventory and labor pressure, acquisition readiness for owners considering a transaction, and Conformance Reality Checks ahead of OEM customer audits or government contract qualification.
